The UK Government has published its response to the Zero Emission Vehicle (ZEV) mandate consultation, setting out proposed targets for the proportion of new cars and vans sold that must be zero-emission each year up to 2030/35. While BEAMA welcomes the long-awaited outcome for the automotive sector and associated industries, our members have expressed disappointment that hybrid electric vehicles (HEVs) continue to play a significant role within the mandate period, as well as significant relaxation for ICE vans.
BEAMA Response
In our response to the ZEV Mandate consultation, BEAMA supported a firm and progressive trajectory toward full electrification. This response called for limited allowance to PHEVs only and not to include HEVs as a transitional step.
The electric vehicle transition is not just about the vehicles, it is equally about the infrastructure needed to support them. Continued reliance on hybrids risks sending mixed signals to consumers and investors, potentially stalling the deployment of vital charging infrastructure. PHEVs would not only encourage infrastructure deployment but also encourage culture change amongst the public as we transition towards BEVs.

By prolonging the life of fossil fuel-reliant vehicles, the policy dilutes the urgency of building a comprehensive EV charging network across the country. We need policy that gives confidence to infrastructure providers and manufacturers, not just vehicle producers.

Despite concerns, BEAMA remains optimistic. The ZEV mandate still represents a critical driver for change, and we stand ready to support the rapid expansion of the UK's EV charging network.
