Smart Readiness Indicator final methodology proposal now available

This is the final report proposing the methodology for a Smart Readiness Indicator - as outlined in the EPBD as a voluntary measure. The European Commission have now confirmed they will initiate a second phase to the work which will involve a review of implementation processes.
