Commission publishes to EPBD on building renovation measures

The European Commission has published an official recommendation on a major strand of the EPBD, the requirement for a building renovation strategy. It will soon publish guidance on the other measures required by the EPBD.
The aim of the Recommendation is to ensure a uniform understanding across Member States. The Recommendation does not alter the legal effects of the Directive itself. Member States have until 10 March 2020 to transpose the new and revised provisions of the Directive into national law. However it appears that for the UK this deadline may not be met - some measures will be delivered through Part L of the Building Regs, but we do not expect these to be implemented before the March 2020 deadline.
